Universal Health Coverage Day (December 12): Health for All
Nobody should have to choose between their health and paying for food or rent. That is the idea behind Universal Health Coverage (UHC), and every December 12 the world marks International Universal Health Coverage Day to call for health for all — quality care for everyone, everywhere, without financial hardship.

What Is Universal Health Coverage?
According to the World Health Organization, universal health coverage means that all people have access to the full range of quality health services they need, when and where they need them, without financial hardship. It covers health promotion, prevention, treatment, rehabilitation and palliative care.
| Dimension | Question it asks |
|---|---|
| Who is covered? | Does everyone have access, including the poor and rural populations? |
| Which services? | Are essential services available — vaccines, maternal care, medicines, mental health? |
| How much is paid? | Can people get care without paying so much that they fall into poverty? |
The Global Picture
- WHO and the World Bank report that about half of the world’s population still lacks full coverage of essential health services.
- Around 2 billion people face financial hardship because of out-of-pocket health spending.
- Primary health care — clinics close to home — is the most efficient way to move toward UHC.
Countries That Show What Is Possible

Universal Health Coverage in Bangladesh
Bangladesh has made big gains in child and maternal health through community clinics, vaccination and community health workers. However, a large share of health spending is still paid out of pocket by families, especially for medicines. Expanding health insurance, strengthening primary care and lowering medicine costs are key steps toward universal coverage.
What UHC Does Not Mean
- It does not mean free coverage for every possible treatment.
- It does not only mean health insurance — it includes strong public health and primary care.
- It does mean that everyone can use the essential services they need without financial ruin.
